After the merger of District Shimla,Kangra, and Una etc from Punjab on 1st November 1966 Himachal Pradesh got its present geographical identity. Services of a number of Officers belonging to were allocated to this Union Territory on that date. Bening PCMS Union Territory at that time the Medical Officers coming from PCMS cadre as well as those who were already in the service of Himachal Pradesh to be governed by the Central Health Services Rules. All these Officers felt the need of having a service association to safe guard their service interest. It late 1970 & early 1971 that the idea to have a such association was given the final shape. A constitutional draft committee headed by Dr. S.P. Kapoor and comprising of Dr. J.C. Sharma and Dr. R.M. Bail was formed. This committee draft the constitution of what came to be known as Himachal Medical Officers Association or HMOA. Mandi town had the distinction to host inaugural session of HMOA on 10th April 1971 and Dr. S.P. Kapoor had the distinction to preside over the inaugural session.
